If the U.S. won’t be going to the moon again anytime soon, who is?

Forty years ago the U.S. raced to plant the first foot on the moon. Now, as India, Russia, South Korea and China compete to return for further exploration, the U.S has all but dropped out -- and even Buzz Aldrin thinks that may be OK.

Aldrin, speaking to FoxNews.com, says the next step for NASA should be to create a long-term plan for more ambitious efforts -- visiting Mars or a nearby asteroid -- aided by robotics and astronauts from other countries. "It's much better to take our experience and aid other countries in conducting their races," says Aldrin.

The Apollo era may have ended as funding fizzled, and the programme's astronauts may be bigger fans of Mars, but the hope of returning to the moon never really went away.

Twenty years ago, on the 20th anniversary of the Apollo 11 moon landing, then-President George H. W. Bush proposed that the US build a base on the moon and send an expedition to Mars. The call fell flat with Congress, which never provided the funding to back up the plan.

But a decade and a half later, his son, President George W. Bush, articulated a similar vision with a clear deadline – an aim to return humans to the moon by 2020, as a stepping-stone on the way to Mars.

NASA May Abandon Plans For Moon Base

NASA will probably not build an outpost on the moonMovie Camera as originally planned, the agency's acting administrator, Chris Scolese, told lawmakers on Wednesday. His comments also hinted that the agency is open to putting more emphasis on human missions to destinations like Mars or a near-Earth asteroid.

NASA has been working towards returning astronauts to the moon by 2020 and building a permanent base there. But some space analysts and advocacy groups like the Planetary Society have urged the agency to cancel plans for a permanent moon base, carry out shorter moon missions instead, and focus on getting astronauts to Mars.
