You can spend years of your professional career working on a particular project, only to have it abruptly cancelled because a new Administration takes office or ... well, the country just shifts its sights and priorities. And your particular project no longer fits on the list. It's happened so many times over the agency's 50-year history that it's almost predictable. And the reasons for those shifts are numerous, and sometimes complex.
